I finally decided whether to tell my neighbor his dog was getting into my trash last month
After finding the mess three mornings in a row, I left a note instead of calling animal control, and now we share a bin schedule.

My neighbor's beagle was doing the same thing with my compost bin. I got a bungee cord for the lid and texted him a picture of the setup, which was way better than getting mad. Now he brings my bins up from the curb sometimes, it's a good system.
