Brother in law said the towers going up near the fairgrounds were for 5G, and he was right about one part

Back in March my brother in law kept going on about the new towers by the fairgrounds in Springfield, swore they were 5G and not the cell upgrade the city paper said. I looked it up finally and the permit on file was for a different frequency band than the one he guessed, so he was half right and half guessing. Does anyone know a decent way to actually check these permits without paying for one of those lookup sites?
