Why does nobody mention PSU capacitor discharge time in basic training?

I spent 4 years swapping PSUs without ever waiting more than 10 seconds after unplugging, until one popped and threw sparks at me during a bench test in Denver last Tuesday. Turns out some capacitors hold dangerous charge for minutes, especially in cheaper units, and every guide I read skipped that detail. Anyone else learn this the hard way or do you always short the pins before touching anything?
