Saw a shop in Cleveland still charging $150 for a Windows reinstall

Walked past a local repair place yesterday and their price list was on the window. One side says it's a fair price for labor and a clean OS load. The other says it's a ripoff when you can buy a new SSD for less and do it yourself in an hour. What's the actual value of that service these days?
