Saw a shop in Phoenix charge a lady $120 to reinstall Windows, watch for this

Stopped by a repair place on Camelback Rd last week to grab a $4 SATA cable and overheard the counter guy quoting a lady $120 to reinstall Windows on her laptop. That is a 30 minute job with a USB stick you already own, and the whole thing is free if you just use the reset option in settings. Are shops in your area pulling this same move or is it just the ones near me?
