Talked to a guy at the junkyard in Tulsa who changed my mind about rust...
He said surface rust is just patina if you treat it right, and now I'm second guessing my plan to sand down my whole '88 Civic. Has anyone had good luck just sealing over light rust instead of grinding it all away?

Surface rust is never just patina, it's always hiding more. Sealing over it just traps moisture and guarantees the rot comes back worse. Grind it down now or patch holes later, your choice.

Nah man don't listen to that guy. Surface rust is like a cancer - it spreads under the paint and pops up later as bubbles. I tried the "just seal it" approach on my old truck's fender and within six months I had holes you could poke your finger through. You gotta grind that stuff down to bare metal and hit it with a proper primer, or you're just kicking the can down the road.
