Rust converter vs grinder on a $400 Civic, my results surprised me

Spent last Saturday on a 1998 Civic with a quarter panel full of cancer, hit it with a wire wheel on one side and rust converter on the other. The converter side looked fine for a week, but the wheel side needed primer and paint right away or it flash rusted, while the converter side is starting to bubble at the edges now. I'm torn between just cutting and welding patches versus trying the converter trick again, anyone else had one fail or hold up long term?
