It's a good saying for how we judge quality in general. We often give credit to the person doing the work, not the material they had to use. That's why a great cook can save cheap ingredients, but a bad one will ruin the best steak.

My old barber used to say the same thing about a bad haircut. It's true for so many jobs, not just trades.

Ha, yeah @uma_reed26 your barber knew what he was talking about. I once paid way too much for a "premium" haircut that looked like a lawnmower hit it sideways. But then my cheap barber with the old clippers gave me a perfect fade. It's like people forget half the job is working with what you're given, not just showing off your tools. Blaming the scissors is easier than admitting you got shaky hands.
