The 'just use bigger pots' advice I rolled my eyes at saved my pepper plants this spring
After 3 seasons of tiny bell peppers that tasted like nothing, I finally tried putting 3 of my 10-inch pots into a single 18-inch window box on my Brooklyn balcony, and the root room made them double in size by July, so has anyone else found that cramming more soil together beats buying fancy containers?

My peppers did the same thing last year when I moved them from 10 inch pots into a 24 inch planter I found on the curb in Astoria. I always figured bell peppers just stayed small on a balcony, but the roots had room to spread and the fruit got twice as big, even the ones near the bottom. The fancy self watering pots never did that for me, it was really just more dirt under them. Sorry you lost three seasons to those tiny ones, that stinks.
