My balcony trellis collapsed under 4 tomato plants last Tuesday

I built a wooden trellis with zip ties and bamboo poles for my cherry tomatoes, and it held fine for 6 weeks until a windy afternoon in Portland snapped the whole thing clean at the base. The plants fell over, two stems broke, and I had to scramble to tie them to the railing with old shoelaces before dark. Has anyone found a sturdier setup that doesn't cost a fortune but can handle a gusty balcony?
