Found out most city street trees are planted too deep and it made me mad

I was reading an ISA study from 2023 that said nearly 70 percent of urban trees have visible root flare issues from being buried too deep at planting. That stat stopped me cold because I see it every day on my routes in Portland. How do we get city planners and developers to stop treating trees like fence posts?

I heard a nursery rep say they plant them deep on purpose to keep them from falling over.
